A puzzle

I wrote a few times about the deal that was to 'sell off' parts of NB Power to Quebec that was to freeze electricity rates for five years while no sell off meant rate increases of at least 3% each year.

So the deal collapsed because so many people were in favour of keeping NB Power (not that control was to be lost) and, thus, facing the inevitable annual increases.

So now the first 3% increase is announced and people (step forward the Conservative so prominent in the opposition to the deal) are wondering why the need for it.

Moronic or what?
